WARNING!!! DO NOT GET A SINGLE DROP OF BRAKE FLUID ON THE DASHBOARD PLASTIC OF ANY CHINESE SCOOTER. IT WILL DESTROY THE PLASTIC WITHIN A FEW DAYS OF RIDING AFTER YOU DO. IT WILL CAUSE THE PLASTIC PARTS TO SHATTER!!! It soaks into the plastic and causes the plastic to crack due to vibration.
Wiping it off quickly will not help. It is best to pack clean (not oily) rags around the master cylinder(s) before removing the cover(s), and work extremely carefully as not to spill them while you are working with them open. If you cause them to spill onto the rags, put the cover(s) back on quickly and replace the rags with clean ones before the fluid has a chance to contact the plastic.
 I personally act like I am working with hot acid when doing any brake fluid work near the dashboard anymore.
I block the front axle so the handlebars cannot move AT ALL, and then proceed very carefully.

I learned this the hard way on 2 different scooters.
One "Tank" 250cc, and one "Roketa" 150cc.
