Some stators have 8 coils, some 11, some more. They all put out different current. Maybe the plug connectors are the same but the output could be different.

 Read my last post again. I posted some pics and stuff.

Man... you ain't going to beleive what I found.  Shocked I did like you suggested and pulled the stator out.  Grin The new engine came with a 8 coil stator.  Huh My old one had a 6 coil. So, I changed it out and put everything back together. Started it up and had almost no voltage to the reg./rec.  Huh Checked the plugs again, nothing. Thought I would look at the old stator again so I pulled it out and didn't find any wires mashed. This is when the "Brain Fart" occured  Undecided, I got to looking at the new stator -vs- old stator. There was just a little difference in the outside diameter. Then I looked at the new flywheel -vs- old flywheel. Big difference between the inside diameter. Did some measuring and found that the difference between new to old stuff was about 1/2"  Shocked. So, I put all my old stuff back in the bike and fired it up. Amazing  Grin I now have lights but not overcharging.

What happened was, when I installed the old stator I used the new flywheel. There was too much clearance between the stator and the flywheel to create a proper magenitic field. There was a just enough to give me a very low voltage reading but not enough to even run the lights. So now all the clearences are right and my scooter starts, charges and runs like a dream. Also I now have 2 extra rec./reg. both are good. Can't wait for some good weather.
