Hello Scootter Wizards;
   Enjoying the forms greatly since I got my scooter a couple months ago.  I have a 2011 TaoTao 50cc 4 stroke that has in the last week developed a starting problem.  It was gradually getting worse over the week, then finally will not start at all.  It has only 870 km on it and was running great once it was started. 
   I have changed the plug...looked over the fuel system (the fplastic filter seems to have air bubbles in it??)  I'm considering taking the carb off and apart while looking at the pics posted in this website. 

Any helpful ideas/advice would be greatly appreciated

A carb cleaning can't hurt but a valve adjustment would be my first suspect.

A new NGK C7HSA spark plug would be a good idea too.

   I did change the plug with a NGK...what about the idle screw adjustment?  Should a scoot with just 800 k's on it need a valve adjustment so soon?  I checked out your thread on valve adjustments and may try it.

 It's very common for a scooter to need a valve adjustment shortly after break-in. It's a simple procedure. Don't be intimidated by it. I bet you will find that one of the valves is tight. (no gap) That makes you lose some compression which in turn causes hard starting, stalling etc.

 If you don't have a gauge, cut a strip of an aluminum can and use that.

Thoughs bubbles in the filter may not be bubbles but may be water dropplets, you may want to replace the filter.

Well,
   I adjusted the valves but it still won't start.   Undecided  It's not getting any fuel to the spark plug.  The carb is getting fuel.Huh?  This carb is made withou screws to access the jets???  They're screws but have no heads on them.  What kind of trick is that Huh

Could be tamper proof plugs covering the screws.

Those carbs suck. Do yourself a favor and get a new carb with screws and an accelerator pump.

Well, keep the old carb for spare parts. You can drill the bowl off to get to the jets. You might need the old main jet if the new carb has one that is too small or too big. The color of the spark plug will tell you. We'll cover that later...

If you bought the carb from topeshop10, then it should get to you fairly fast. I have bought three from them and they arrived in 3 or 4 days if memory serves me correctly.

Just a time saver suggestion, you should check for spark also, when you are having no start issues...could save a lot of time going over the fuel system.

Bummer;
   Installed the new carb from ebay and the scoot still won't start.HuhHuh?
              New NGk Plug....got spark but plug is dry???
              Adjusted valves (only intake a little tight using the aluminum can trick)  

Any ideas on what to do next, other than trying to sell a scoot that won't start???

Is the carb full of gas?

You need 4 things to have a running engine:

Spark (at the right time)
Compression
Fuel
Air

How does the compression feel when you work the kick lever with your bare hand?  Work the lever real slow and feel for when the piston is compressing the air in the cylinder. It should make a hissing noise and fight you pretty good. If it's weak then maybe you have a bad valve or rings or a gasket. The only way(s) to tell is to either tear it apart or get a compression tester and test the engine.

Did you ever see if your vacuum valve is stuck closed? You can test it by disconnecting your vacuum hose to the carb and sucking on the end of it. Gas should flow through gas line at this point. If no gas flows replace your vacuum valve.
