i was breaking in my scooter i only put 12 miles on it and now the compression feels low and wont start i installed new ngk plug and new fuel lines but no luck.how can i check compression and when should it be at

Did you make sure there was oil in the engine? Why do you feel it is low on compression?
What type of scooter do you have? Is it a 50cc, 150cc, 250cc? Is it a 2 stroke or 4 stroke engine?

Check the valve clearances! You probably had one tighten up on you.

It's very common for a valve to tighten up on a new engine. The Chinese build a lot of engines so it's not a surprise if a few slip by with maladjusted valves. Check the valves. There should be a tiny bit of play (.003 in.) in both with the cam in this position:
