I've run into a problem I've never encountered before.  My Scoot (50cc 4stroke Tao Tao) blew a tail/brake light bulb and I bought two standard 1157 bulb at Ace Hardware and they blew immediately.  Any help on this puzzle would be appreciated.

It could be the voltage regulator or maybe a ballast resistor if so equipped.
