Hi I have a lance venice 150 that I bought used.

It has over 10k miles on it and I just changed the oil and it looked like it hadnt been done in years. I took it into a shop and had a full service done so the compression and everything was adjusted.

The electric start has been taking longer and longer lately but it has always worked.

I went on vacation for 4 days and I live in LA so the temperatures werent too cold.

Upon coming back and trying to electric start the scooter it won't start. It seems as if it is trying and it goes around and around but it just cant quite turn over and start all the way.

I have no idea whats going on here so I hope somebody can shed some light on this?

Also there is a small black tube between the engine and the rear tire that hangs down towards the ground. The end of the tube is not connected to anything but the end is bent as if it had been connected to something previously. Is that normal?

Your kickstarter is most likely broken inside. A new battery or at least charge the one you have will most likely take care of your electric start problem. Your battery sounds like it is weak and does not have enough juice to turn the starter over. The hose hanging underneath is either a carburetor drain hose or an oil drain hose.

 The tube sounds like it connects to the airbox. Look towards the top/back area of the airbox. There is one tube that should just hang down in front of the airbox connected to nothing, that would be normal.
 The kickstart sounds like the return spring came off, this can happen easily when the CVT cover is removed.  Make your repair guys go back and fix that if your not willing to be your own mechanic. It probably came off when they inspected your belt, and rollers.
 If the failure to start completely happened after sitting a few days, I would first suspect the battery is either bad (easy replacement), or was slowly dieing from not getting a good charge...which would be the stator(not as easy, requires more tools).

Check for spark, remove the spark plug, connect the spark plug wire (coil) to the plug and hold the plug side on the engine block to ground it, now try  to turn over the engine, you should see a blue spark on the plug.

Compression, with plug out, if you hold your thumb over (over not in) the spark plug hole, turn the engine over, there should be enough air pressure to push your thumb off.

I couldn't open the CVT cover as I didn't have enough leverage with the screwdriver type thing I was using to get the bolts out.

I actually got a battery tender today and charged the battery for several hours and it still would not start electrically. I took off the cover under the seat and found a piece of metal someone had left inside the thing with the spring that pops out on top of the engine but I doubt that was the problem unless some other debris had been left behind as well and it fell into the engine.

I tried starting it again and it released a small trail of smoke like the engine or starter was dead/stuck and it came directly out of the panel underneath the seat which is right above the engine.

It makes a sound sort of like when you try to start a car and it wont start yet it sounds like it is struggling.

That hose that was hanging down was really bothering me because like i said the end of it was bent in a way that made it seem like it had been connected to something previously. I found that i could connect it to the right side of the black box that is over the CVT cover which I assume is the airbox. I think if I am correct the engine was getting unfiltered air and some debris got in there and messed everything up.

Am I correct about that hose or are you sure there is not supposed to be any hose connected to the back right side of that black box(air box right?) which is on the left side of the scooter?

If I am correct that this is the air intake line for the engine and some debris has blocked it, how big is the job to clean it out and get it working again?

Without actually being right there with your scooter, it is very hard to diagnose the problems you seem to have. It also sounds like you do not have very many tools to work on the scooter. My advice would be to take it to someone who knows scooters. You need a socket wrench with the correct size socket to remove your belt cover. You should also should have a rubber mallet to tap on the cover,once the bolts are removed to help break it loose. You should do a search and find a repair manual for your scooter as well. You need to take that belt cover off and see what is going on inside there. I would not try and start the scooter until you do.

I offered to fix it for a case of beer cause he's in Los Angeles like me but he passed. You don't find a better deal than that. He didn't even acknowledge me at all so I'm not going to waste my time trying to walk him through stuff when it's apparent from his phrasing he has little to no mechanical experience.

It doesn't pay to tinker with stuff without knowing how it works but he seems to want to do it himself. I saw the same posts on Dawg.
