So I bought these two scoots from a friend for a combined 150$. Two 2007 50cc eton beamer r2's.  One has 1000 miles, the other only has 58 miles.  They sat in his driveway for 18 month without running.  I restored the one with higher miles by cleaning the carb, removing the old fuel, cleaning the petcock, cleaning the air filter, it now drives well with a top speed of 48, i sold it or 300.

The scooter i kept, with 58 miles, has some problems i cant figure out.  I did all the same things as the other scooter(removed carb and cleaned all the jets and passageways, cleaned air filter, removed old fuel, removed and cleaned petcock, ensured the green wire near the computer is snipped, made sure air/vac was at manufactures spec, checked for vacuum leaks)

BOTTOM LINE: My eton beamer tops out at 28 even though the other matching one does 45.   It has such low miles, i doubt anything major is wrong with it, but the carb has been cleaned and re-cleaned , all the vac and fuel lines have been replaced to rule out any leaks.  When i suck on the vacuum hose fuels comes out the petcock.  If its sitting there idling parked, and you give it throttle for 5 seconds then let it drop back to idle, the idle is much lower, but it will slowly recover and return to normal idling after like 5 more seconds.  Any suggestions to get this thing going 45 like its twin?  I can post whatever pics anyone needs, or a vid of it  running.   All help appreciated.  Thanks Motor is a minarelli-h

An Eton Beamer is a 49cc 2 stroke Minarelli Goosey.

I can't think of anything else you haven't tried other than maybe there is a problem with the belt drive. Rust, corrosion etc...

Sounds to me like it is still not derisitricted. That box that you cut the green wire on may need to be replaced.
 I have a 2005 Beamer and that box is an electronically controlled speed limiter. I also cut the green wire and mine does about 45 mph top end. If you are sure everything checks out with the carb, air-fuel mixture, air leaks, clean air filter, new spark plug, I would then look into that.
