I have the same thing on my scooter  when i  first started the engine that light would come on speratically  and my cell phone rang at the same time.  So I tesetd it, I had my brother call me  and the light came on.  The light came on even when my brother picked up the cordless house phone.  The scooter must pick up on the frequences.

Mystery Sooved:  I copied this off of a Vento website.

 This scooter comes standard with remote Protech alarm system, remote control start, indiglo backlit instrument panel, silk-touch polyurethane seat, and digital clock. Another unique feature not found on any other scooter is the wireless cell phone activity indicator light. This is a light found on the instrument panel which features a 40 inch range and will actually detect when your cell phone rings for you! No more missing important phone calls when scooting in a noisy environment. Another unique feature found on the Vento Phantom R4i are the turn signal indicator lights found on both rearview mirrors, a safety feature that increases other drivers' awareness of your intent to make a turn.

I haven't found a digital clock clock on mine yet, but this cell phone theory is very interesting. I thought it may have something to do with the electrical system because every time I beep the horn that light flashes. I've also seen it flash for no reason. I've checked my cell phone for any calls and I didn't have any. Next time I ride it I'm going to try my cell phone and see what happens. We have rain in the forecast, so it will probably be sometime next week.

If it is indeed an antenna or pickup to tell you if you have a call, then the horn could set it off.  The horn is nothing more than a vibrator, so with the coil of wire/energy field expanding and contracting it will send off a low frequency RF signal.

On the touring model there is a high chance that the alarm light is coiled up inside the cowling. That is what happened to mine and I had to remove the cowling and drill a small hole in the plastic and insert the wiring in it and now when the alarm is on I can see the light blinking every so many seconds.

Some Bikes have a sensor that alerts you to a nearby cell signal. i.e. it lets you know that your/someone near by's cell phone is ringing.

I have a 08 roketa, and the owners manual says it is for "incoming calls". That is all it says. no more no less??
